Honourable. Andrew Pearce – The Governor of Montserrat

The Governor of Montserrat is the representative of the British monarch in the United Kingdom’s overseas territory of Montserrat. The Governor is appointed by the monarch on the advice of the British government. The main role of the Governor is to appoint the Premier of Montserrat.

The Governor’s office’s duties include promoting economic diversity, protecting the environment, developing constitutional relationships, ensuring that the island’s international obligations are met, eliminating vulnerability to natural disasters and liaising with other UK Government Departments for the betterment of Montserrat.

Statutory Bodies

The Montserrat Arts Council (MAC) has a mandate to foster the development of art; uplift the condition of arts and artists; advise the Minister on art and cultural matters; ensure the implementation of the government’s cultural policy; implement government’s regional and international cultural commitments; and co-ordinate the activities of the agencies in Montserrat responsible for cultural activities.

The Inland Revenue Department is a division within the Ministry of Finance part of the Government of Montserrat Structure.

The Ministry of Finance is headed by the Minister of Finance who is also the Chief Minister of Montserrat. The Minister of Finance is responsible for tax policies. The Comptroller of Inland Revenue Department who holds responsibility for the administration of most direct taxes on the island reports directly to the Financial Secretary who in turn reports to the Minister of Finance.

Taxes were imposed here on Montserrat by legislation dated back to 1945 as part of the Treasury’s functions. However, over time, taxation became more complex and the Inland Revenue Department was formally established in 1966.

The purpose of establishing this department is to ensure that the correct tax is paid at the right time by individuals or incorporated bodies through the administration of a number of direct taxes. Presently the department administers the following five (5) direct taxes:

  1. Income Tax (personal)
  2. Company Tax
  3. Withholding Tax
  4. Property Tax
  5. Insurance Company Levy

The Montserrat National Trust’s main objectives are: to conserve and enhance the beauty of Montserrat; to preserve and rehabilitate historical sites, including but not limited to buildings, monuments, documents, chattels etc; to preserve the fauna and flora of Montserrat; to make the public aware of the value and beauty of the island’s heritage; to pursue a policy of preservation and act in an advisory capacity; to acquire property for the benefit of the island; to attract funds by means of subscriptions, donations, bequests and grants for the effective carrying out of the objects; to compile a photographic and architectural records of the above.

The Montserrat National Trust manages the Montserrat Museum in Little Bay where exhibits displays and inform on Montserrat’s History and Culture from pre Columbian to Modern day. The Trust also manages an adjacent Little Bay Plantation site as an Archaeological Project which explores the plantation history. This is done in conjunction with visiting archaeologists who also conduct archaeology classes in the summer months for secondary school students. Artefacts from this and other sites are also on display at the Museum.

In order to give visitors and locals an opportunity to learn more about Montserrat and its history, the Museum’s new hours will be:

Tuesday and Friday mornings, from 9:00 AM to 1:00 PM (Until further notice)

Arrangements can be made to accommodate larger groups by calling the Montserrat National Trust and arranging a day and time.

The Montserrat Social Security Fund (MSSF) was established under the Social Security Act 1985, by the late Chief Minister the Honourable Dr John A. Osborne to provide and manage a system of national insurance for the workers of Montserrat to ensure that there is adequate provision for the security of workers and their families against hardships. The Fund is a statutory corporation which is appointed by, and the reports to, the Minister of Finance and is a tri-partite entity, bringing together representatives of employees, employers and government. The MSSF is administered and managed by a Director and the staff at the Social Security Office. The programme commenced its operations on July 1st 1986.

Montserrat Volcano Observatory is a Statutory Body established by an act of the Government of Montserrat in 1999. Prior to that date, the name was used to collectively describe the varying collection of scientists working on the Soufriere Hills Volcano, Montserrat.
Administratively, MVO is responsible to the Office of the Deputy Governor. MVO works closely with the Disaster Management and Co-ordination Agency (DMCA), which is part of the ODG.

The work of MVO is carried out under the direction of the MVO Board of Directors, also known as the MVO Main Board, which meets twice annually.
