About The Job

The Government of Montserrat is inviting applications from suitably qualified persons for the post of Government Architect within the Ministry of Communications Works, Energy & Labour.

Key Responsibilities

To provide professional building design and supervision services for the construction, rehabilitation, refurbishment and maintenance of Government building stock. To provide full architectural service as well as advice and/or collaborates with the Quantity Surveyor and Engineer (civil, structural, mechanical & electrical) as a holistic approach at every stage of project, project management and planning applications for the Government of Montserrat.

Architectural & Project Management

Design and determine specifications and working drawings to project detail. Project Management for building and development projects under the Government of Montserrat and reporting to client ministries and partner agencies.

  • Architectural Services provided to support Corporate and Business Plans
  • Prepare and develop drawings, models and images and other documents related to design
  • Produce detailed technical construction information on the project
  • Architectural  instructions and variations prepared as necessary
  • Technical advice regarding building construction for Planning Applications.
  • Business Cases & Project Briefs Developed and Presented
  • Project Reports prepared and submitted to DFID and Minister
  • Records of designs and construction of projects maintained.


Management of Tender Processes – preparation of documents, release to public of in-house recommendations.

  • Preparing/Overseeing preparation of tender documents
  • Building contracts coordinated and managed 
  • Terms of Reference for appointment of consultants prepared
  • Fee bids evaluated and appropriate recommendations made

Government Facilities Maintenance

  • Maintain all Government Buildings including Hurricane Shelters
  • Annual Maintenance Plan developed and maintained
  • Designs prepared for reconstruction development and maintenance of Government Buildings
  • Surveys of  Government land and buildings when required
  • Surveys of  Government land and buildings when required
  • Reports of maintenance works on Government facilities

Leadership, Management and Supervision

Manager to team of in-house architects and associated professionals. 

  • Contribution to the development of Ministry’s Strategic Plans.
  • Contribute to the development of corporate and business plans.
  • Work Programmes for projects and maintenance activities prepared
  • Facilitate and lead Departmental Meetings/Project Team Meeting
  • Conduct and document Performance Evaluation of Senior Members of Staff
  • Human Resource Capacity Building through mentoring and coaching sessions
  • Conduct and document Performance Evaluation of Senior Members of Staff with the Infrastructure Services Division
Personal Specifications


  • Bachelor of Architecture (B. Arch)/Master of Architecture (M. Arch)
  • Professional qualification in Project Management (recognised either by the IPMA – International Project Management Association or by PMI – Project Management Institute) is highly desirable.

Skills/Experience Required

  • 5 years’ experience of active practice in Architecture Designs and project delivery.
  • Should have a minimum of 3 years’ experience in contract administration with at least one year dealing with municipal development at a supervisory level.
  • Post requires CPD continued professional development, mostly done through regional body ACSAC (Association of Commonwealth Societies of Architecture in the Caribbean)
  • Professional Registration as an Architect and/or Project Manager
  • Regional understanding of West Indian construction practices, codes and standards.
  • Good oral and written communication skills 
  • Time management and organisational skills
  • Team player
  • Ability to motivate
  • Ability to supervise a team of professionals (architects, engineers, etc.) as well as the administering of contracts on site

Scope & Deliverables

The Architect is required to provide services geared at or towards delivering the following:

  • Structures that are sustainable, fit for purpose, in accordance with the national building code and value for money
  • Reports of maintenance works on Government facilities
  • Appraisal of project proposals and tenders submitted to the Government of Montserrat that are funded by third parties.
  • Provides supporting documentation to assist Government for the application of funds from funding agencies.
  • Appraisal of projects not directly under the management of PWD
  • Appraisal of projects through the planning process.
  • Reports of projects undertaken.
  • Training and development of junior staff.
Terms of Appointment

Appointment will be made on a contractual basis.

Remuneration Package

Salary is fixed at R9 that is EC$71,712 per annum (Taxable).

Selection Process

Shortlisted applicants will be invited to participate in a selection process that involves attending one or more interviews and/or assessment centres.  These interviews are designed to assess the skills, competencies and attitudes of the applicant and may be conducted via SKYPE or in person.  The Interviews and/or Assessment Centres allow the Selection Panel to draw on more evidence about the applicants than can be derived from the written application.
